1.Domain- many people will go with .blogspot or  . Wordpress address because they dont want to spend a dime. Getting a domain  shouldnt hurt and wont hurt you pocket

2.Domain age - i believe from what i have seen that google is serious about website domain age.
The waiting period is 6 months and many people get appproved before this period , it all depend on your website quality and popularity. 

 3. About page- this is almost always overseen by many webmaster.
About page explains exactly what you blog is about and what people can expect to get from you website

4. Contact page- contact page makes the webmaster seem real.
It also brings the readers/visitors closer to the webmaster and also makes the website/blog professional.

5.Privacy Policy- adsense is particular about this because adsense collect data from the visitors such as cache or browsing history and google want your readers to be aware or this fact to make it seem like google is not stealing data from people.

6.Design and navigation- please keep your website / blog simple or clear. There should be clear navigation, users should be able to find what they want easily.

7.Traffic- google expect you to get alot of your traffic from search engines , this is called organic traffic. Try to work on your SEO ( search engine optimization)
